Add general logging library

This came up during the developer meeting 2020-02-12.

Everyone seems to implement his own logging facility, but everything has drawbacks. Some of the previous/current attemps:

• flyspray/FS#991 (closed)
• pdelab/dune-pdelab!393 (closed)
• The DebugStreams in dune-common
