#796 graphRepartition segfaults for partial index sets

Description
Triggered e.g. with "dnaplfv 4 1 30" in pdelab-howto (-r 532) when using AMG with 32 processes.
It seems like it happens somewhere in fillIndexSetHoles. Further investigation is needed but currently time is lacking.
Meanwhile the bug is circumvented by setting up complete index sets (one index for every unknown).
