[CI] Wanted: Image with Vc

@ansgar With core/dune-common#59 (closed) fixed, it would be good to have at least one CI image with a recent version of Vc. @carsten.graeser observed the problem with Ubuntu zesty 17.04 and vc-dev 1.3.0-0ubuntu1, however the latest Ubuntu in our testing infrastructure is 16.10 with the older vc-dev 0.7.4-0ubuntu1 which did not yet expose the problem anyway.

An easy way to get a recent vc-dev would be to install it in the Debian 10 (buster) image, which currently has vc-dev 1.3.2-1 in the repository.

This would also be good to have for the release (@martin.nolte)
