Reuse finiteelementmap from PDELab to handle different variants
of local Raviart-Thomas elements. Due to missing dependencies
several code segments have been copied from PDELab.

Note: Tests show, that RT0 basis functions are continuous in
normal direction across edges but do not have the same sign on
edges. There are basis functions with value +1 on edges and other
with -1.
