Optional element member in localView

Max Kahnt requested to merge max.kahnt/dune-functions:feature/localview-bound into master

This avoids instantiating a not-bound-to element (which else needs to have a trivial/default constructor). Furthermore it provides easy means to find out if we are in bound state.
