Do not run the gcc-9 and gcc-10 jobs twice with different OS

Summary

The jobs gcc-9-20 and gcc-10-20 exist for debian-11 and ubuntu-20.04. It is a wast of computing resources if these jobs both are run that just differ in the operating system. This redundancy is removed.
