[bugfix][FindPython3] Set policy 0094 to NEW.

This fixes issue #327 (closed) to find correct Python interpreter when multiple Python versions are installed.

@simon.praetorius: Is this the right way to set the policy? I did not find any other examples in dune-common that did anything different.

According to this documentation, that looks correct
