[doc][sphinx] Beautify synopsis of functions in cmake docs

Dominic Kempf requested to merge feature/beautify-sphinx-function-synopsis into master

So far, indentation was controlled by the length of the function name. If that is becomes large, you have to scroll horizontally for the parameters, which I consider ugly. This commit introduces fixed indentation instead.
