[ug] remove definition of D_SMALL

Fix issue in dune-uggrid by adding missing include, see staging/dune-uggrid!253 (merged)

The even more modern way would be to include limits and then replace DBL_EPSILON by std::numeric_limits<double>::epsilon(). Would you consider changing this MR accordingly?
