Unbuffered Communicator works now. It defines custom MPI_Datatypes 

according to the distributed indexsets and directly sends and receives
them using nonblocking communication with persistent MPI_Requests.

Tests redistributing and agglomerating a distributed array (See
indicestest.cc in directory test)
