initial commit of one class template for performing some iterative
eigenvalue algorithms based on power iteration and of one class
template for performing some eigenvalue algorithms provided by the
ARPACK++ library

Complained by autoconf 1.14, cf. FS#1462.

Some cmake specific dirs have been deleted in commit c66db537
but not removed from configure.ac resulting the build process to fail for the autotools.
