Summary

This MR tries to fix an issue with failing pipelines that might be triggered by an incompatible handling/forwarding of cmake flags to some compiler launcher script in dune-py. See discussion dune-common!1251 (comment 128976). However, this MR does not solve the underlying problem in dune-common.
