[cleanup] Remove features deprecated in 2.10

Remove the following features which have been deprecated in 2.10:

  • Constructor of LagrangeSimplexLocalFiniteElement templated wrt the VertexMap.
  • Class LFEMatrix
  • Helper function Impl::makeFunctionWithCalloperator()
  • Class PQkLocalFiniteElementCache

Furthermore this adds the missing version number to a recent deprecation in 2.11.
