add pandoc, ipython, and jupyter to the ubuntu20 image

Need some packages for building the python dune-fem tutorial. Ipython and Jupyter can be installed via pip so I can use the gitlab registry but pandoc needs to be installed using apt install

PS: just realized a mistake in the branch name. It's pandoc not pandas
