[bugfix][GonformingGrids] conforming closure and disabling ghost cells.

Robert K requested to merge bugfix/ghost-cells-and-restore into master

conforming closure and disabling ghost cells has to be done before ghost cells are rebuild during restore. This MR fixes this.
