Always inherit from the instationary local operator interface

Usecase: Generate local operator that will be used for spatial discretization of an instationary problem in a handwritten driver file. Otherwise I would need to tell dune-codegen that this is intended to be used in an instationary setting.

I don't see any harm in always inheriting the instationary default methods.
