Description
Similar to Qt 5, see for example [1], I'd like to introduce a new macro DUNE_CONSTEXPR that evaluates to constexpr if the compiler supports it, otherwise it evaluates to nothing.
That's handy to use the C++11 feature constexpr and to get the potential speedup. On the other hand we stay backwards compatible.
