#1620 Remove Autotools after the Dune 2.4 release

Description

After the Dune 2.4 it will be the time to get rid of deprecated features. Autotools is a prominent one. This task is a reminder that this will happen after the release.

Is there any reason to wait longer than after the Dune 2.4 with the removal. I don't want to hear, that anybody's module is not yet ported. Stay with 2.4 until it is done.
