[cleanup] Stop using deprecated PQkLocalFiniteElementCache

This was superseded by LagrangeLocalFiniteElementCache. While the modified headers are deprecated themselves, they are still used in tests. With this patch we no longer get annoying deprecation warnings from dune-localfunctions.
