Allow failure of modules

Simon Praetorius requested to merge issue/allow-failure-of-modules into master

This MR adds the flag allow_failure to the module list, to allow to mark a whole module to fail. This could be the case if a module is not yet updated to recent changes in master but should be in the list, since the update is work-in-progress. Currently this is set to True for dune-pdelab.
