Explicitly name people Core developers, introduce retired alumni section

I reworded the text above the list of Dune Core Developers. Currently it was less clear why people are listed or not.

I added a section about former / retired Core developers. Steffen declared publicly that he will leave Dune last year. I asked Christoph whether it would be ok for him. I have not yet reached Martin.
