Rename the namespace 'istl' to 'ISTL'

Oliver Sander requested to merge feature/rename-istl-to-ISTL into master

Reason:

  • It is a namespace, so it should start with an upper-case letter
  • It is an acronym, so if the first letter is upper-case, then the others have to be as well.

The old name is still there, for backward compatibility.
