WIP: Global variables

What does this MR do?

This MR allows grid function spaces to have custom degrees freedom. In particular, it allows having a grid function space with only one degree of freedom for a global variable.

  • This is for sure not working in parallel. Any ideas on how to solve this?

Is there something that needs to be double checked?

  • Does this create the correct pattern?

Can this MR be accepted?
