parallel grids with 0 elements on a process

We had confusion when load balancing resulted in a parallel grid with 0 elements on a process (the grid only had very few elements in total to make it easier to find bugs). This isn't necessary a bug in UGGrid, but it might helpful to give an error when this happens. There can be a switch to allow this if someone specifically wants to allow this.
