[DUNE_DEPRECATED_MSG("message")] only define HAS_ATTRIBUTE_DEPRECATED and · 0190c50b

HAS_ATTRIBUTE_DEPRECATED_MSG in config.h and move the rest into
dune/common/deprecated.hh. this should fix older autotools and is
conceptionally cleaner IMHO
