Resolve "Skip non-membrane intersections"

What does this MR do?

This implements the interface proposed in pdelab/dune-pdelab!531 (merged). The pipeline nor normal users will not be able to check it out because is implemented in a custom branch and only will become available when we move to support original repositories (see #42 (closed)). But if the pipeline is passing here, is already good.
