create_doc_install is superseded by UseLatexMk

I might be missing something here, but I think that UseLatexMk does everything create_doc_install does. So I propose to deprecate create_doc_install and remove all its uses from the Core modules.

In theory, people might use create_doc_install for arbitrary files, not only for tex-produced PDFs. So, it seems to still serve a purpose. I will remove its tex-related uses from the Core Modules though.
