Vc 1.4 api changes leads to failing pipelines

In version Vc 1.4 there were several changes that might lead to incompatibilities with the current simd infrastructure in dune. The changes are visible in debian 12, e.g., in the pipelines of dune-istl: https://gitlab.dune-project.org/core/dune-istl/-/jobs/624670

Either we fix the implementation or we restrict Vc to < 1.4 for the moment.
