[cleanup][CollectiveCommunication] deprecate CollectiveCommunication

Deprecated CollectiveCommunication and getCollectiveCommunication again. Needs dune-grid!571 (merged) to be merged and tested first. Also, there is some cleanup in dune-common that should happend first.

This reverts !1090 (merged) and !1089 (merged).
