dune-add-spdx: utility script to add SPDX headers to files

Ansgar Burchardt requested to merge ansgar/dune-common:dune-add-spdx into master

The "reuse" tool has a "addheader" command which does something similar, but I still found a custom tool more helpful when adding SPDX headers to DUNE as I could include some more special rules that are somewhat DUNE-specific.
