dune-add-spdx: utility script to add SPDX headers to files

The "reuse" tool has a "addheader" command which does something similar, but I still found a custom tool more helpful when adding SPDX headers to DUNE as I could include some more special rules that are somewhat DUNE-specific.

The script for adding spdx headers seems to not have a proper spdx header (or it cannot be detected as such by the "reuse" gitlab-ci job)
