[CMake] don't check for unused MPI wrapper for C++ and Fortran

Christoph Grüninger requested to merge feature/dont-check-mpi-fortran-cxx into master

This gets rid of configure output clutter and in case of failing checks, people don't get the wrong implression MPI is not working.
