[UGGrid] Replace call to CreateBoundaryValueProblem

Recent versions of CreateBoundaryValueProblem simply allocated
an object of type STD_BVP (aka std_BoundaryValueProblem).

Therefore, don't call the method, and simply call 'new' instead.
