[bugfix] Only create UGGrid on process 0 with DGFParser.

According to the documentation this is the way to go. See the discussion in #60 (closed).

@ansgar has this become obsolete with one of your merges concerning the dgf parser?

@markus I don't think any of my changes have any effect of the DGF parser.

Then we should merge this, right?

I think Ansgar is wrong here: what he did was implementing load balancing with element data for UG. If the DGF parser really needs that, than Ansgars merges should improve the situation.

@markus.blatt the bottom line is: do you see any improvements in your use case? From the UG maintainer viewpoint there is no objection to merging.

Will check it this week.

I just checked with the current master and with it only one process sets up the grid.
