Eigenvalue tests are funky

In addition to not showing up as skipped (#47) when arpack or superlu are missing, the eigenvalue tests have the following issues:

• They sometimes timeout
• They fail in the presence of superlu on 60x60 matrices
• The combined arpack and superlu test links to neither arpack nor superlu. (Yes, they do in fact link to both of them)
