Use stable buildah image

Summary

Instead of a self-made buildah service image, we use the official buildah:stable image. This uses fuse-overlay storage.

We had some problems with this, see #14 (closed), and there is not simple workaround. I suggest to drop ubuntu:16.04 and all its dependent images.
