update the guidelines for bug reporting

Felix Gruber requested to merge feature/update-bug-reporting-guidelines into master

The guidelines were in parts quite out of date. They were still mentionning SVN and the old autotools-based buildsystem and contained broken links.

I've updated the guidelines to reflect our current infrastructure with GitLab and the CMake-based build system.
