Draft: Release page for the 2.10.0 release

I am trying to change the release page a little bit: Having all change logs of all modules copied into a single page is too unübersichtlich for my taste. Instead, this patch keeps each change log as a separate file, and then simply links to these files from the release page.

Unfortunately this doesn't work yet: The links to the change log pages do not actually show the change logs. Help on why this is so would be appreciated.
