This is one step towards to full implementation of container descriptors. It only adds the method for the BlockedInterleaved IMS of power bases

I was hoping to merge this into 2.10

I'm sorry but a 1h time frame is a little to short to do a review. But I'm curious to find out which functionality is contained in the release. ;-)

Sorry for the fast merge. We had a quick discussion before the release whether we should include this MR or not. My argument was: we have started the container descriptor interface in 2.10 but it was implemented only for blocked-lexicographic IMS. This was very limiting in its application. This MR provides also the container descriptors for blocked-interleaved IMS. All the implementation is in an Impl block, thus we can replace it eventually with somthing nicer if needed.
